Wisconsin Gov. Scott Walker soft on crime?

Gov. Walker's budget has denied funding for a "police file-sharing system that supporters say already has grown into a crucial tool in detecting criminals' cross-jurisdiction patterns."  It had been built using mostly federal funds, "but Walker declined to devote any state dollars to it because of tight budgets."  "APNewsBreak: Wis. gov's budget denies finding for police communication, file-sharing system", Star Tribune, 2011-03-11

If Republicans have derided Democrats as being soft on crime, why is Walker making it easier for criminals to hide their activities?
